As part of the graduate program, it is expected that graduates will move from APS levels 3 to 5 during the year-long program with opportunities to progress to level 6 and move to different after that if successful in applying internally. Such applications all must follow a merit-based official process, so I would say the opportunities for promotion and progression are abundant and fair.

It does seem like in most areas of the department that promotion is accessible to those who are passionate about their work.

Promotion and career progression opportunities appear to vary across the department. There are ample opportunities for people to take on responsibilities and gain experience in acting roles. Promotion from within appears to be extremely supported in my current placement, however in another area in the department it appeared that outside recruitment was preferrable, despite people performing the role in long-term acting arrangements previosuly.

Essentially guaranteed promotion from APS3 to APS5 at the end of the program and a secure job at the end of the program with development opportunities provided.

It seems very easy to progress through the organisation given enough time employed, however that reduces my confidence in the quality of the various level tiers and implies that career progression would be mostly not worth pursuing. The higher levels seem very stressed and mired in bureaucracy for little gain.

The graduate position is well placed to secure promotion opportunities. Beyond the grad program, I'm unsure what promotion opportunities look like. But there seems to be a culture of recognising and rewarding staff who are contributing well to the team and promotion looks viable within the department.

The offer of promotion to APS5 for grads upon completion of program is competitive, however, the Department seems to undervalue staff. The offer of a real wage cut during enterprise bargaining makes me question whether they really want to keep staff employed in their roles.
