From what i've seen so far, if you're good at what you do, you're involved and wanting to progress, there is always room to. My current General Manager started as a graduate and is now in one of the highest positions in Council, that itself shows you can work your way up. We have reviews every year and i'm sure that helps you progress or be promoted too
